How well do grades convey student attainment and progress?

This is an interesting article which is quite relevant to our Fijian context. Why do parents generally feel their children are performing at the standard required when in fact the reality is quite the opposite? Are we providing an authentic feedback through our student reports to parents when we write these reports?
